Part 3

| 角度 | 題目範例 | |------|----------| | 動機 | Why do people volunteer if they're not paid? | | 世代 | Are young people today more or less willing to volunteer? | | 政策 | Should governments require young people to do community service? | | 影響 | Does volunteering really change anything, or is it symbolic? |

Q1. Why do people volunteer when there's no financial reward?

I'd say the motives are usually mixed rather than purely altruistic. There's genuine concern for others, of course, but there's also social belonging — volunteering brings you into a community of people who share your values. And honestly, there's reputational benefit too, especially among students applying to university. So pure altruism is rarer than it looks; most volunteering is altruism plus.

Q2. Are younger generations more or less willing to volunteer than their parents?

It tends to depend on how we define "volunteering". Formal long-term commitments — weekly hospital shifts, scout troops — are arguably down, partly because young people's lives are more precarious. On the other hand, episodic and online volunteering is up sharply: open-source contributions, Wikipedia editing, climate marches. So I'd say willingness hasn't fallen, but the format has changed.

Q3. Should governments require young people to do community service?

Honestly, I'm a bit sceptical. On one hand, mandatory programmes like Germany's old civil service produced clear social benefits — exposure across class lines, real skills, a sense of contribution. On the other hand, forced volunteering is something of an oxymoron, and arguably it can crowd out the genuine kind. So I'd lean towards strong incentives — university credit, paid stipends — rather than legal compulsion.

Q4. Does volunteering actually change problems, or is it mostly symbolic?

It really depends on the problem. For acute, well-defined needs — a flood response, food distribution, tutoring a specific child — volunteer effort is genuinely transformative. For structural issues like inequality or climate change, arguably individual volunteering is more symbolic than effective; the real levers are policy and finance. So I'd say it matters where you place it.

Q5. How could communities encourage more people to volunteer?

Generally speaking, the research points to two factors: lowering the friction and making the impact visible. Apps that match an hour of free time to nearby short tasks have driven real growth, especially among professionals. Beyond that, employers giving paid volunteer days is one of the cheapest, highest-leverage interventions — it tends to convert good intentions into actual hours.

"Volunteering is good. We should help others. Society will be better."

Before: People should volunteer because it helps society.

After: People volunteer for genuinely mixed reasons — partly altruism, partly belonging, partly reputation. That said, when you remove all three — anonymous, isolated, no reward — sustained volunteering is very rare, which tells us altruism alone usually isn't enough.
