¹ Urban mobility budgets are always finite, which forces governments into a difficult choice between expanding public transport networks and widening the road system for private vehicles. ² While both options have their supporters, this essay will argue that, on balance, investing in public transport delivers greater long-term value for the majority of citizens.
³ Those in favour of road expansion often point to convenience and personal freedom. ⁴ Cars allow door-to-door travel at any hour, which is particularly valuable for families with young children or for rural residents whom buses rarely serve. ⁵ Supporters also note that road infrastructure benefits commercial traffic — delivery vans, emergency services and tradespeople all rely on reliable road capacity, and congestion directly raises the cost of goods.
⁶ Nevertheless, I believe the case for prioritising public transport is considerably stronger. ⁷ Firstly, buses and metro systems move dramatically more people per square metre of street space: a single bus lane can shift roughly 4,000 commuters per hour, whereas the same lane handles fewer than 2,000 cars. ⁸ Secondly, public transport is far more equitable, since households that cannot afford a car — an estimated 30% in most Asian cities — remain trapped whenever road budgets take precedence. ⁹ Finally, the environmental argument is decisive: transport accounts for around a quarter of national emissions, and mass transit is the fastest way to cut this figure without forcing lifestyle change.
¹⁰ In conclusion, although the convenience of private vehicles is a legitimate concern, the capacity, fairness and climate benefits of public transport make it the more defensible use of limited government funds.

單一理由 = Band 6.5。三個理由層層推進 + 至少一個數字 = Band 7+。記住 Discussion 題型你要比 View A 講得更多。
技巧 3:結論用「讓步句」
Pattern: "Although [View A 的合理之處] is a legitimate concern, [View B 的三個 key words] make it..."
這個 although 從句顯示你看過全局,不是只會選邊站。評分員會看到 balance。
